As Splicho mentioned, that isn't going to happen. At least not directly.

Non-premium ranks (Member -> Legend) still display that style of userbar. With the coming update, users will be able to better select their user bar between any of the ones they purchase from the store, or any they have unlocked from ranking up. (Ie, their premium ones, or rank ones).
