If it is a zone you want to be off-limits to players, an easy fix would be to remove all the transportation (ships/portals etc) to that location. This would also be a good way to do it if you change your mind later in development.
The best and fastest way to do this is to remove all teleports to that part of the map.i will remove northrend from map and zones of all lich kingf

Going in and deleting the zones would be a pain, so it's better to remove the teleports.

Which would take time, because after that, you still would need to delete all the teleports to the zones anyway, so why not just remove teleports and be done

yes ik theres alot todo but i will doit it slowly no need to rushI don't quite understand what you mean.
You can just set up a server running the TBC client if that's what version you want to run, but I would recommend you just stick with the WOTLK client and server core. Lots of tools are developed around it, and you can easily change stuff around to make it TBC instead of WOTLK.
