Official Changelog #23 - Minor QoL changes

We've made a few small quality of life changes, including the following:

Resource Manager​

• The global resource count is now displayed in the forum stats section.
• Fixed an issue where file uploads larger than 100MB would fail.
• We removed the download limit. All usergroups should now have unlimited downloads.

Top Posters of the Month​

• Added a new widget on the index page to highlight the top posters each month.
  • Note: Topics bumped using the "Bump Topic" button are not included in the post count.

Usergroup Promotions​

• Congratulations to @xbaus on being promoted to Staff!
