Iv made some custom heirloom sets available for download. These have not all been tested yet but feel free to dive in and mod these with Kiera.

And I have also made this spreadsheet which will hopefully be useful for your own experiments. It also contains the item IDs, simply log in as a gm and .additem 9000 etc. Or add to a custom vendor if you like.

Although there are some limitations as to what can and cannot be made. There are restricted choices with armor scaling. This is only using...
